Permit sequence and fee
Obtain the required Road Occupancy and Site Alteration permits first, because their numbers are needed in the enclosure application. The fee is $78.26, paid through Service Clarington with the form and documents.
Submit a survey or site plan showing pool position, property-line setbacks and easements, plus fence type, location and height. Use the online questionnaire to identify permit needs for the actual pool, pond or hot-tub proposal.

Fence and location checks
The source gives a minimum fence height of 1.2 metres and generally a maximum 2.17 metres in rear or side yards, with a 1.2-metre front-yard maximum. Gates need self-closing and self-latching devices; thumb latches are not permitted.
Pool walls generally need a 1.2-metre side/rear setback, with restrictions near Environmental Protection zones, easements, sight triangles and septic systems. The page contains a mistaken centimetre/inch conversion for the bottom gap. No unverified gap measurement is repeated here; obtain the inspector’s requirements.

Before filling and related inspections
An inspector must approve the enclosure before water is put in the pool. Call 905-623-7876 and leave a voicemail to book. An approved temporary fence can be used for no more than 30 days while permanent work is completed.
A qualifying attached, secured and locked hot-tub cover may replace a separate fence. An above-ground wall over 1.2 metres may have a fence exception, but the access still needs enclosure. Electrical permits and ESA inspection are separate from the municipal enclosure.
